An alternative is to define a government as an organisation that attempts to maintain control of a territory, where "control" involves activities such as collecting taxes, controlling entry and exit to the state, preventing encroachment of territory by neighbouring states and preventing the establishment of alternative governments within the country.
Governments use a variety of methods to maintain the established order, such as police and military forces, (particularly under despotism, see also police state), making agreements with other states, and maintaining support within the state.
A government in a developed state is likely to have various sub-organisations known as offices, departments, or agencies, which are headed by politically appointed officials, often called ministers or secretaries.

Open licensing allows an author or corporation to retain ownership of a program or document while giving others the freedom to improve its quality or capabilities provided that they in turn agree to share their developments with others under the same terms.
Government employees do not need to be reminded that it has been over 200 years since the United States conducted its initial public offering, they cannot expect to receive the same salary or benefits of their commercial equivalents.
Open licensing doesn't alleviate the need to test but it raises the possibility that someone, somewhere will discover and report the problem before the system goes operational when the consequences of a security problem could be life threatening.

surely not true: many governments don't manage to maintain a sole use of violence, some may not even care much as long as they are not threatened.
Also, preoccupation with violence is probably mistaken: it's easy to imagine a government ruling a heavily indoctrinated population, not needing to use violence since lynch mobs will take care of any "problems".

 Audits and Surveys of state Freedom of Information Laws
Alabama Citizens for Open Government (ALACOG) is a non-profit group based at the University of Alabama's School of Journalism that seeks to guarantee all citizens the right to access government records at all levels of government.
This law states: "Public records and other matters in the custody of any officer shall be open to inspection by any persona at all times during office hours." Highlights of the study can be found here.
A recent survey said that a third of the time, local Colorado government agencies failed to comply with state law, which declares "all public records shall be open for inspection by any person at reasonable times." The survey was conducted by member newspapers of the Colorado Press Association.

Government has to be careful that they are not re-inventing the wheel, or worse yet putting all the national wheel companies out of business.

The UK government has rejected calls from an influential committee of MPs to alter radically the way scientific papers are published.
He believes that by not favouring even the possibility of open-access publishing, the government is severely skewing the field in favour of traditional publishers.
The government also says it is not convinced that the author-pays model is “inherently superior” to the current model.

A recent Government Accountability Office report (pdf) found that federal agencies are failing to adequately protect privacy rights when using data mining or knowledge discovery tools to find patterns and associations in massive amounts of information.

It argues that any serious attempt by the Government to restore trust must be based on a policy of openness, regardless of whether the facts are incovenient or embarrassing.
The government has rejected key elements of the report's recommendations on Freedom of Information which will allow information that would not harm the work of the police - and would improve accountability - to be unneccessarily withheld.
Government departments initially refused to identify seconded staff, claiming that the Data Protection Act prohibited them from doing so unless the individuals themselves agreed to be indentified.

The Virginia Coalition for Open Government is seeking nominations for its annual Freedom of Information awards, given in recognition of the best examples of open government in Virginia during 2004 and 2005.
A new survey conducted jointly by Investigative Reporters and Editors and the Better Government Association gave a "grade" to 50 states and the District of Columbia on how well their FOI laws are working.
Florida, which has long enjoyed a reputation as being one of the most open states in the country, was 19th, with a C-.

Reporters will get calls about how use of open source is destroying the software industry, and how there is no nice solid company behind Linux, just a bunch of virus-writing marijuana smokers who shouldn't be trusted with the public's vital information.
But in the long run, even without open source legislation or open source lobbying, we can expect a gradual swing away from proprietary software in government operations at all levels, from the smallest municipalities to the largest federal agencies.
But to strive to get all open source code on a computer, if you are able, is not a bad thing, and for you to play the zealot card is weak minded nonsense, and the product of a lazy reporter.

The law preserves the Committee on Open Government, which was created by enactment of the original Freedom of Information Law in 1974.
The law defines "agency" to include all units of state and local government in New York State, including state agencies, public corporations and authorities, as well as any other governmental entities performing a governmental function for the state or for one or more units of local government in the state (section 86(3)).
A denial of access must be in writing, stating the reason for the denial and advising you of your right to appeal to the head or governing body of the agency or the person designated to hear appeals by the head or governing body of the agency.
