  Open list - Wikipedia, the free encyclopedia
Open list describes any variant of party-list proportional representation where voters have at least some influence on the order in which a party's candidates are elected.
A 'relatively closed' open list system would be one where a candidate has to get a full quota (usually Hare quota, but Droop quota is also possible) on his or her own in order to be elected.
In Swedish elections, the 'most open' list is used, but a person needs to receive 5% of the party's votes (European_Parliament, Kommunfullmäktige and Landstingsfullmäktige) or 8% of the party's votes (Riksdag) for the personal vote to overrule the ordering on the party list.

In this context, OA means that an article is still protected by copyright but is distributed under a Creative Commons or similar license that generally allows more liberal use than a traditional copyrighted work.

 Wired News: Florida Told to Open Voter List
Department of State officials previously said anybody in the public could look at the list, but only political entities such as candidates or political parties could obtain a copy, and those who had the list could only use it for campaign purposes.
After being denied a list, CNN filed suit and was joined by the First Amendment Foundation, ACLU and numerous Florida media outlets.
The list contains the names of 47,000 felons who are registered to vote, but may not be eligible to have that right.

The reason for submitting your name is to help the list owner figure out what is happening when email starts bouncing from people whose mail was being forwarded.
That feature is: If the list management software receives a message from somebody whose email address it doesn't recognize, it rejects the message and sends them an email saying that only list members can post to the list.
This prevents (essentially) all junk mail from ever reaching the list, but it also means that a member whose email address has changed cannot post to the list.
