That means that any contriubtions Joe Opensource contributor makes to those projects, even though those projects are licensed CDDL, can be used in any way Sun sees fit without any requirement of any kind of acknowledgement or compensation to the original authors whatsoever.
With the CCDL licensing that Sun is offering, you get the same benefits of use as a developer; but Sun, as a company, is also saying that they are putting their name behind the open source initiative which they need to protect in the products they offer to the community.
I think the point is that many of these open source companies are dependent on other open source products to deliver their services-- Apache, Spring, etc. In making that statement, I'm not setting up for picking sides on the issue here.
