The OpenVXI does not provide an API for this level, and is agnostic to this part of the implementation.
For the OpenVXI, the issue is that call control events, which can be generic events, must be delivered during one of the blocking function calls.
In the OpenVXI, this might be handled by having the Wait function in VXIprompt or the recognition function return this event back to the VoiceXML layer.

OpenVXI prompting, telephony, and recognition interfaces were designed with VoiceXML in mind.
Generation of all prompting with the OpenVXI is delegated to a single component due to the synchronous nature of the interpreter and for the ability to better leverage SSML When the interpreter encounters a prompt component that contains SSML, it delegates the generation of the entire prompt to the component.
In previous releases, the OpenVXI generated an SRGS grammar for these cases and required the platform to be able to handle the particular version of SRGS that the interpreter was using.

 VoiceXML Review - Feature Articles
OpenVXI was designed at the outset with an intent to be vendor agnostic and technology independent.
The OpenVXI defines a set of abstract platform interfaces VXIrec, VXIprompt, VXItel, which the developer must implement to the particular speech and telephony technologies they are incorporating for their platform.
The OpenVXI therefore assumes that all recognition, grammar management, prompting (including the TTS markup), and parsing of this information can be entirely delegated to these interfaces.
