The controversy pertains to the perforation size of the fabric proposed for the Bowline Unit 3 Gunderboom (as compared to the Lovett fabric) and whether the proposed Bowline Unit 3 fabric complies with the draft SPDES permit condition limiting perforation size to a maximum of 0.5 mm.
The Bowline Unit 3 draft SPDES permit authorizes a 'startup period' of three years of operation before Mirant is required to achieve a fully operational (80% effective) Gunderboom.

Both were part of Operation Hardtack and had a yield of 3.75 Mt On July 9, 1962, Thor missile 195 launched a Mk4 reentry vehicle containing a W49 thermonuclear warhead to an altitude of 248 miles (400 km).

HAVERSTRAW - Mirant New York's application to build a third power plant at Bowline Point was approved by the state yesterday, but the company could not say when or if the $500 million project would ever materialize.
Mark Lynch, president and chief executive officer for Mirant America's Northeast Region, said the construction and operation of the new unit would have minimal impact on the river because it would use a hybrid cooling system and a filtering system to protect marine life.
