Operation Goodwood revolved around taking Caen, which although a D-Day+1 objective had still not been taken by mid July.
It now seems clear that Goodwood was never intended to be a break out operation at all, as demonstarted by Montgomery’s throw away comment to the press and Eisenhower, coupled with his almost perverse lack of ability to say how things were really going have all added to this illusion.
What Goodwood was meant to do was, follow up operation Charnwood taking the suburbs of Caen and tie up the German forces especially the newer divisions hopefully sucking in Panzer Lehr whilst the US troops broke out of St Lo.
