Operations that are not precise, efficient, and focused could lose public support in a hurry.

So the Air Force announced its switch to the expeditionary approach in 1998, convinced that the new structure would allow enough flexibility to provide air power anywhere at any time, yet give airmen plenty of notice for their routine missions.
The GAO report concluded that the Air Force needs to figure out how to measure how well the new structure works — such as whether it is giving people more predictability or whether it is making it more attractive for Reserve forces to volunteer for deployments.
