During World War II, Operation Herkules was the German plan for an airborne invasion of Malta with General Kurt Student in command of 2 airborne divisions, one being the Italian 2nd Parachute Division.
A number of special operations were to be carried out by Axis commandos to destroy key targets in the hours before the airdrop.
Field Marshal Erwin Rommel and Hermann Goering supported scrapping Operation Herkules as they believed the casualty rate would be unreasonable, as happened with the Invasion of Crete.

For intercepting convoys to Benghazi/Tobruk, Crete is actually better placed (closer) as well as being handy for operations in the Greek islands and bombing Ploesti.
Considering that by C.3 day Malta was the most heavily bombed place on Earth and that had by no means put a stop to anti-aircraft fire even extra intense bombing would hardly make a difference.
IIRC the planners of Operation C.3 recognised that only a succesful amphibious landing could give them victory.
