Continual violence occurred between Israel and PLO from 1968, peaking in Operation Litani.
Secondly, Israel argued it could derail the establishment of a base of operations for the PLO, from which they could mount assaults in the international arena such as the 26 December 1968 attack on an Israeli civilian airliner in Athens.
Another reason given for the invasion was as an intervention in the ongoing Lebanese Civil War to counteract Syrian influences in Lebanon, and possibly enable the establishment of a stable Lebanese leadership from the Christian population, which would strengthen a central Lebanese Army, restore security and agree to diplomatic relations with Israel.

The final border between the British and French mandates for Palestine and Lebanon left the Litani entirely within Lebanon, but because their interest in Lebanon was practical in nature, and not religiously or nationally motivated, Zionists greeted the loss of the Litani with disappointment but without irredentism.
Both operations ("Accountability" in July 1993 and "Grapes of Wrath" in April 1996) aimed to break Hizbullah's ability to undertake military attacks within southern Lebanon and into northern Israel by destroying Hizbullah camps, supply lines, arms depots, and fighters.
The real "Operation All Quiet on the Northern Front" will entail a package solution that includes Israel's total withdrawal from the security zone, the disarming of Hizbullah, protective arrangements for pro-Israeli Lebanese left behind, and stringent security arrangements along the border.

Following the renewed Israeli occupation of South Lebanon in 1982 code-named "Operation peace for Gallilee", UNIFIL increasingly concentrated on aiding the Lebanese population and monitoring IDF-activities in the Unifil AO, to counteract the frequent IDF raids of villages that they suspected of terrorist or guerrilla activities.
Due to the nature of the UNIFIL mandate, soldiers were only allowed to use there weapons in self defence, and because of the occupation of the IDF in the area, the Dutch government decided to withdraw Dutchbatt as of 20 October 1983.

The announced purpose of the attack was to push back those elements of the Palestine Liberation Organization (PLO) operating in southern Lebanon to a distance 40 kilometers north of the border between Israel and Lebanon 50 that Israeli settlements and villages of northern Galilee would be beyond the range of PLO artillery.
The decision for a military operation where one was not clearly warranted was then com- pounded by mistakenly seeking a political objective that was simply beyond the capability of its military instrument.
This operation would avoid an engagement with the Syrians and advance 40 kilometers to the north as measured from the town of Rosh Hanikra.

Israel only resorts to large-scale military operations when it sees that its goals are attainable and that their political aims are clearly understood.
