Operation Paperclip was the codename under which the US intelligence and military services extricated Nazi scientists from Germany, during and after the final stages of World War II.
These scientists and their families were secretly brought to the United States, without State Department review and approval; their service for Hitler's Third Reich, NSDAP and SS memberships as well as the classification of many as war criminals or security threats would have disqualified them from officially obtaining visas.
An aim of the operation was capturing equipment before the Soviets came in.

The Navy released this picture of a V-173 in 1947 during the wave of UFO excitement generated by Kenneth Arnold’s sighting and the headline of the saucer crash at Roswell.
The Navy stated that the V-173 was the only craft in operation at that time that could in any way come close to the flying disks being sighted everywhere.

Aw, come on! It was a joint intelligence operation, what makes you think there would be a trace left for pinning the blame to anybody.
It was a covert operation involving Allen Dulles from OSS in bringing over German rocket scientists etc. and families from defeated Nazi Germany into the USA for gaining their research and expertise.
I don't know who named the operation Paperclip, but it seemed appropriate enough - unlike documents stapled together, those fastened by paperclips could be rearranged, with portions lost, or fictions inserted in between, without leaving evidence.
