  Operation Unified Resolve - Wikipedia
Operation Unified Resolve is an air and ground operation to flush out and trap al-Qaeda fighters hiding in the eastern Afghanistan provinces.
Launched on June 23, 2003, Operation United Resolve is a joint operation between Pakistan, United States, and Afghanistan.
The operation is especially focused on the city of Jalalabad, a known al-Qeada stronghold strategically located on the main route between the Afghan capital Kabul and Pakistan city of Peshawar.

"Unified operations in peacetime are designed to deter war and, should deterrence fail, permit rapid, effective response to crises or transition to war." The implication that crises occur because deterrence has failed is valid, but the assumption that one should then move directly to a combat mentality is flawed.
Resolve is the defender’s commitment to long-term action and the final settlement of the crisis.
