The mission of OCC is to provide inexpensive education in the trades, licensed trades and skilled professions, as well as remedial and transferable lower-division courses for students who plan to transfer to either a California State university, or a campus of the University of California.
OCC is currently the top California Community College for California State University transfer and is the fifth in transfers to the University of California.
Orange Coast College was formed in 1948 when Francis Albers, a local Costa Mesa resident, purchased a portion of the recently decomissioned Santa Ana Army Air Base, and using a crew of volunteers, turned the old military buildings into the college's first classrooms.

Statewide, all of California's 110 community colleges are under pressure to increase the number of students they successfully educate for two years, then send on to four-year universities to complete their degrees.
It is less expensive to educate a student at a community college for the first two years than at a university, so state officials are pressing for the transfer rate to increase.
Carnett said that OCC is the No. 1 community college that transfers students to Cal State Long Beach, and the No. 2 college for Cal State Fullerton.

The Orange Coast cities include Huntington Beach, Costa Mesa, Newport Coast, Newport Beach, Balboa Island, Balboa Peninsula, Corona del Mar, Irvine, Laguna Beach, Laguna Niguel, Aliso Viejo, San Juan Capistrano, Monarch Beach, Crystal Cove, Dana Point and San Clemente.
The term South Coast is often used synonymously for the coastal communities south of Long Beach, and especially for those areas south of the Santa Ana River (although there exist many other definitions and common uses of South Coast).
In household use, however, they may simply referred to as "the beach cities." This area has been described as the Gold Coast of Orange County.
