An Ordinance is a particular class of internal legislation in a United Kingdom university.
Because of their different history, Universities created since 1992 (the so-called "New Universities") have a different scheme of governance, and a different vocabulary to accompany it.
Some university systems influenced by the UK model, particularly in the Commonwealth, use the word Ordinance in the same way.

 East Carolina University Parking Ordinance 2004 - 2005
University department heads whose offices are not located on the core campus may apply for and be issued up to three (3) Courtesy Parking Permits to be controlled within the individual department.
The Courtesy Parking Permit shall not be used by university employees or students in lieu of a valid university parking permit.
If a student fails to pay penalties required under this ordinance or fails to answer notifications, the student’s schedule for class registration will be held and his or her transcripts will not be released until the penalties are paid or the notifications answered.

The provisions of this Ordinance shall apply to all operators of all vehicles, public and private, and they shall be enforced twenty-four hours a day except as otherwise specified by this Ordinance.

Be it resolved that, pursuant to authority vested in it by G.S. 116-44.4, the Board of Trustees of East Carolina University adopts and records in its proceedings the following Ordinance Governing Parking, Traffic, Registration of Motor Vehicles and Collection of Parking Fines for the campus of East Carolina University.

Such an ordinance would create a worrisome precedent as it begins a trend of dictating what are acceptable life styles strictly on the basis of esthetic norms selected and imposed by a limited section of the community.
