Organic farmers believe this is best accomplished by avoiding toxic chemicals and practices — like excessive tillage — that are harmful to soil organisms, as well as by the addition of organic matter and natural rock minerals.

While adoption of organic farming systems showed strong gains between 1992 and 2003 and the adoption rate remains high, the overall adoption level is still low-only about 0.4 percent of all U.S. cropland and 0.1 percent of all U.S. pasture was certified organic in 2003.
Government efforts to boost organic production have focused on developing national certification standards to assure consumers of consistent product quality and on streamlining interstate commerce in organically grown products.

 Organic Foods Production Act of 1990
The term "certified organic farm" means a farm, or portion of a farm, or site where agricultural products or livestock are produced, that is certified by the certifying agent under this chapter as utilizing a system of organic farming as described by this chapter.
Imported agricultural products may be sold or labeled as organically produced if the Secretary determines that such products have been produced and handled under an organic certification program that provides safeguards and guidelines governing the production and handling of such products that are at least equivalent to the requirements of this chapter.
An organic handling plan shall contain provisions designed to ensure that agricultural products that are sold or labeled as organically produced are produced and handled in a manner that is consistent with the purposes of this chapter.

Operations that sell less than $5,000 a year in organic agricultural products are exempted from certification and preparing an organic system plan, but they must operate in compliance with these regulations and may label products as organic.
