United States concerns heightened in the early 1980s as the result of a renewal of Cuban subversion in the Caribbean Basin region; the growing insurgency in El Salvador; the Soviet-assisted military buildups in Cuba, Nicaragua, and Grenada; and the flight of refugees from Cuba, Haiti, and other Caribbean islands, as well as from Central America.
In explaining its participation in the Grenada operation, the United States government cited, in addition to the aforementioned OECS appeals, the need to ensure the safety of the roughly 1,000 United States students on the island, whose lives it claimed were endangered by the breakdown of law and order and a "shoot-on-sight" curfew.
Of particular concern to United States policymakers was the potential use of the island as a Soviet-Cuban base for intervention in nearby governments, interdiction of vital sea-lanes, reconnaissance by long-range aircraft, and transport of troops and supplies from Cuba to Africa and from Eastern Europe and Libya to Central America.

Archibald was the Leader of the British Virgin Islands overseas delegation on the Economic Integration in the Caribbean, Chairman of the Legislative Council Committees for Constitutional Reform in the British Virgin Islands from 1964 to 1965.
Archibald was Acting Judge of the Eastern Caribbean Supreme Court assigned to St. Lucia in 1998.
He was appointed by the Chief Justice of the Eastern Caribbean Supreme Court to be Chairman of the Civil Justice Task Force relating to the working and implementation of the new Civil Procedure Rules 2000 of the Supreme Court.

The Eastern Caribbean Press Council (ECPC), as it is to be known, will be an independent, self-regulating body, involved in promoting a defined code of practice to encourage and sustain professional ethics and freedom among newspapers and other publications in Barbados and countries of the Organisation of Eastern Caribbean States (OECS).
A five-page 'Code of Practice' for journalists of nine Eastern Caribbean states and territories, approved at a recent meeting in Grenada of publishers, editors and senior journalists, is currently being printed for distribution ahead of the formal inauguration of the ECPC.
Publishers and editors of the Eastern Caribbean felt that having a self-regulating, independent body to address complaints against the media from governments, private sector, representatives institutions and organisations, and the general public, as well as foster and sustain ethical practices was the most appropriate step to pursue.

The Eastern Caribbean's newest prime minister is trying to put sub-regional unity back on the agenda as members of the Organisation of Eastern Caribbean States (OECS) face their toughest financial and political challenges in two decades.
Ralph Gonsalves, prime minister of St Vincent and the Grenadines, said the St Lucia-based organisation is the only platform that can ensure the continued viability of its nine tiny member states: Anguilla, Antigua and Barbuda, the British Virgin Islands, Dominica, Grenada, Montserrat, St Kitts and Nevis, St Lucia, and St Vincent and the Grenadines.
The OECS itself acknowledged, in an internal memo last year, that "member states are either unable or unwilling to sustain the organisation at current budgetary levels" and "it is necessary to effect cut backs in the size and budget of the organisation."

Roseau, Dominica, CANA - Telecommunication negotiators in the Eastern Caribbean, are confident of a solution to an impasse between Dominica's two service providers, as part of continuing negotiations with Cable and Wireless on the liberalisation of the telecommunications sector.
The television report stated that in its letter Cable and Wireless expressed its disappointment with the granting of the licence, describing it as a breach of the current telecommunications licence which Cable and Wireless holds.

 CARIBBEAN: Common Market Opens, Sans Eastern States
Manning said that Montserrat, an OECS member state that is also a British dependency, is awaiting the necessary instrument of entrustment from the British government, even though it has indicated that it intends to "be on board by the end of the first quarter of 2006".
Late last year, Caribbean finance ministers meeting in Jamaica agreed to pump 10 million dollars into the RDF that CARICOM officials insist "is not the be all and end all of it".
The Jamaica meeting also agreed to establish a technical team of representatives from the Caribbean Development Bank and all Central Bank governors in the region to examine how funding would be arranged and how member states would access the fund.

 Establishing a Universal Chemical Weapons Ban in the Caribbean
The Technical Secretariat of the Organisation for the Prohibition of Chemical Weapons (OPCW), and the Secretariat of the Organisation of Eastern Caribbean States (OECS) jointly organized a workshop on the Chemical Weapons Convention (CWC) in Rodney Bay, St. Lucia from 28 to 29 November 2005.
The workshop was designed to increase awareness of the CWC and its related obligations among member States of the OECS, as well as Caribbean States that have not joined the CWC.
She stated that with the assistance of the OPCW the model legislation was prepared, leading to the passage in 2001 of the Pesticides and Toxic Chemicals Act that “has been accepted by the OPCW as a model for international replication…and that will assist Member States in fulfilling their obligations under the Convention.”

Edward Greene, Caricom Assistant Secretary General for Human and Social Development, told AFP the Bill Clinton Foundation on HIV/AIDS and the Pan American Health Organisation (PAHO) are assisting the Caribbean in negotiating cheaper prices for anti-retroviral drugs with six leading pharmaceutical firms.
He said negotiators have already secured brand-name anti-retroviral drugs at a cost of 800 dollars for other Caribbean countries, down from the 1,000 dollars that the region and the companies had agreed to last July at a world AIDS conference in Spain.
Guyana is also listed as one of the most affected countries in the Caribbean region but the Caricom official said that country was excluded from negotiations for lower prices because it produces generic drugs.

PORT OF SPAIN (26.3.2003) - The Association of Caribbean States' Language Training Pilot Project to train Eastern Caribbean nationals of the Organisation of Eastern Caribbean States' member countries in French and Spanish is now accepting applications.
By reducing the language barriers and promoting awareness of the various cultures in the Greater Caribbean, the project aims to build a base of public servants and professionals who can collectively conduct business and negotiate with neighbouring countries and assure the continuity of language teaching in the OECS Member States with qualified foreign language instructors.
The OECS/ACS language training project is sponsored by the Inter-American Development Bank; the Caribbean Development Bank; along with the Regional Councils of Guadeloupe and Martinique; the French Regional Cooperation Fund and the government of Venezuela.

THE VALLEY, Anguilla (AP) - Eastern Caribbean leaders will discuss regional unity and economic integration at next week's Organisation of Eastern Caribbean States summit in Anguilla, officials said yesterday.
The meeting comes nearly two months before the January launch of the Caricom Single Market and Economy (CSME) designed to facilitate the movement of goods, services and certain categories of workers between 13 members of the regional bloc.
All but Anguilla, the British Virgin Islands, and Montserrat - which are British dependencies - are members of the Caribbean Community, which was founded in 1973.

 Eastern Caribbean States Express Concern Over CSME
Concerned at a widening trade imbalance between themselves and the rest of the Caribbean, the member nations of the Organisation of Eastern Caribbean States (OECS) have agreed to press members of the Caribbean Community (CARICOM) for preferential treatment with respect to the Single Market Economy, which is being introduced this year.
In a joint communique issued after OECS leaders concluded a summit last Friday, it was noted that the deficit between the sub-regional bloc and the 15 nation CARICOM had widened from US$214 billion in 1980 to US$418 billion in 2003.
However, despite concerns from the small economies of the OECS that they will be on an unequal footing economically with their larger peers in the community, St.Vincent Prime Minister Ralph Gonsalvez, the chairman of the OECS, stated that Eastern Caribbean nations are "committed" to the initiative.
