Libya has pursued the same general policies within the Organization of Arab Petroleum Exporting Countries (OAPEC), of which it is a founding member.
In 1972 Libya recommended an amendment to the OAPEC membership eligibility requirements, changing the stipulation that oil be "the major and basic source" to merely "an important source" of a country's national income.

After the Six Day War of 1967, the Arab members of OPEC formed a separate, overlapping group, the Organization of Arab Petroleum Exporting Countries, for the purpose of centering policy and exerting pressure on the West over its support of Israel.
But the division of OPEC countries occasioned by the Iraq-Iran War and the Iraqi invasion of Kuwait marked a low point in the cohesion of OPEC.

KUWAIT (Agencies): The 75th Council of Ministers meeting of the Organization of Arab Petroleum Exporting Countries (OAPEC) on Tuesday wrote off 70 per cent of accumulated debts owed to the organization by Iraq.
In a press release by OAPEC after the conclusion of its meeting in Kuwait, the organization explained that this came in accordance with the previous decision adopted by the Arab League.
On the other hand, OAPEC General Secretary Abdulaziz Al-Abdullah Al-Turkey said in an opening speech to the 75th Ministers of Oil and Energy Council in the organization, that the council presented to the General Secretariat the judging committee report on the awards winners, entitled “activating fields and boosting its production”.
