It seems this was a deliberate measure to ensure that the Orkoid race would survive in a hostile universe.
The fact that an entire Orkoid ecosystem can be constructed from the mere presence of but a single Ork, and their general state of total war-readiness, suggests that this is the more likely of the two.
This is the entire basis of the Orkoid ecosystem, producing first Squigs, then Snotlings who cultivate the Squigs and fungus, then Gretchin to build the settlements, and finally the Orks themselves.

The orkoid (and when i say orkoid, i use it as an umbrella term to denote orks, grots, squigs, etc) lifecycle is spore then fungus/mushroom then orkoid, as we all know.
Before an orkoid is fully grown and released into the unsuspecting world, there is a little-understood process by which the surrounding orkoid population is tallied and afterwards the appropriate orkoid is grown and, for lack of a better term, hatched.
If there are orkoids at all, mostly squigs and grots are hatched until a large enough population of those exists to support some actual orks, at which point the big green buggers start popping out of the ground.

Squigs are an extremely common site around Ork camps, they are the first Orkoid to appear and tend to act as a food supply for the larger species.
This does not affect the fact that Squigs can be very useful, herd squigs are used to round up grots, face eater squigs are trained as pets and buzzer squigs, well the less talked about these the better.

Squigz are a common site in all Ork armies - being very ferrocious and the lowest form of Orkoid, they are perfectly suited as pets and status symbols for the most powerful of Orks in a Community as well as very effective guardians.
However, in the underhive, not many of these ferrocios creatures remain alive and as such they are VERY rare, and it is even rarer for them to be seen in combat with other Orks.

Hoppers are believed to be some form of Orkoid squig, probably bred as game for hunting.
They only seem to appear on planets that have had an Ork presence at some point and share a common cell structure with the numerous squiq breeds.
You've got to be wary with these, they're easy to kill but can do a lot of damage if they get out of control.
