orkut is a fun toy at the moment and we need to play with it, and if it's broken, we tell the people who make it.
That said, I've yet to see Orkut in all it's primitive glory, but from your description it is in dire need of more fine tuning (friend/fan certainly seems a strange pair of categories with which to assess all the people you know personally).
Also orkut is not a public service provided by the government but is instead PRIVATELY OWNED and thus doesn't need to apply the principles of democracy and doesn't need to be available to everyone.

So I just joined Orkut (or actually I did last night when Andrew gave me the scoop), the new Google-spawned social network service (thank god the name doesn't end in "-ster").
Orkut really seems to make it easy to see info about my links, and see the contacts of others as well.
Orkut's server seems to be holding up very well (especially for a site using Active Server Pages) and it's definitely reaching a critical mass - I can refresh the page and literally watch the Blogger group grow in real time.

There's a couple communities I've created/joined that I'm no longer a member of, but when I look up the community it still says I'm the creator and the member count is right, but there's only like 1 or two people shown (when it should be like 60 and I'm not included).
One thing that annoys me about Orkut is the amount of crap community messages going around.

It took me a whole, like, 48 hours too long to be one of the cool kids invited to join orkut.
[later] Orkut is sort of nifty, but has a fairly deep flaw- ‘friend’ or ‘not friend’ doesn’t really allow for the many shades of relationships in real life.
I’m tempted to say that I wouldn’t call anyone a friend I haven’t had a beer with- yet within hours of joining Orkut, someone who I think is very cool but have not heard hide nor hair of for four years nominated me as a friend.
