Named by Marsh in 1890, the family Ornithomimidae was originally classified as a group of "megalosaurs" (a "wastebasket taxon" containing any medium to large sized theropod dinosaurs), but as more theropod diversity was uncovered, their true relationships to other theropods started to resolve, and they were moved to the Coelurosauria.
The contents of Ornithomimidae and Ornithomimosauria varied from author to author as cladistic definitions began to appear for the groups in the 1990s.
Paul Sereno, for example, used Ornithomimidae to include all of Ornithomimosauria in 1998, and subsequently switched to a more exlusive definition that nested Ornithomimidae (advanced ornthimomimes) within the larger stem-group Ornithomimosauria, a classification scheme that is mirrored by most other literature in the early 2000s.

Ornithomimidae was first defined by Sereno (1998) as a stem-based clade to circumscribe all commonly known genera, from Pelecanimimis to Ornithomimus.
Earlier, Barsbold (1976) proposed a redundant taxon, Ornithomimosauria, to recognise the anatomical distinctiveness of the group, and eventually the name was adopted by most workers for the clade, with Ornithomimidae as one of three included families (Osmólska 1997).
Sereno (1998:65) defined Ornithomimidae as a stem-based taxon to include all of the genera, but mistakenly listed the therizinosaurid Erlikosaurus as an external specifier rather than an alvarezsaurid or suite of external specifiers.

I treat Maniraptorea as a taxon that may, or may not, include all of the descendents of the latest common ancestor of its members.
What I was trying to get at was that if Pelecanimimus is closer to Ornithomimidae than Harpymimus is, then there are three valid alternatives, unless one is a cladist: 1) place both Harpymimus and Pelecanimimus in Ornithomimosauria 2) place both in the paraphyletic stem group, whatever one wishes to call it.
Given the structure of the hand of > Harpymimus (which retains a primitively short mc I), it would appear that > the hand of Pelecanimimus is either convergent with Ornithomimidae, or that > Harpymimus represents an outgroup to the Ornithomimidae-Pelecanimimus > clade.

I do not know of any other study made of all the Ornithomimidae, except for Paul's, which did not include *Anserimimus* or *Pelecanimimus*.
So I count his as an authoritive study, as well as the info I can get from Mike Keesey's website, a great collection of clades for myself, and one that has helped me in the past.
The monophylletic approach for the Ornithomimidae is thus: Ornithomimidae

In your scenario, however, this character would have had to develop convergently in Nanotyrannus and Tyrannosaurinae, because the nasals are smooth in all shanshanosaurines in which the nasals are at least partially known (Shanshanosaurus, Alectrosaurus, Stygivenator).
I think the nasal rugosity was lost in shanshanosaurs, because the primitive tyrannosaur Alioramus has EXTREMELY rugose nasals and because nasal rugosity is even found in the ornithomimidae, the closest outgroup to tyrannosaurs in my scheme.
The "Nanotyrannus" skull is definitely crushed and distorted, and is probably a baby T.
