Hamaguchi Osachi (1870-1931), known as "The Lion Prime Minister," was the 27th Prime Minister of Japan.
Most galling to the militarists, however, were Hamaguchi's decision to pull Japanese troops out of China and his accession to a reduction of the Japanese Navy at the London Naval Conference of 1930.
Hamaguchi was mortally wounded, but took almost a year to die, finally passing away on August 26, 1931.

Succeeding Hamaguchi was Reijiro Wakatsuki, also of the Democratic Party, who feared more violence from the Right, especially violence aimed at him.

Though the HAMAGUCHI Cabinet successfully managed to get the Privy Council to deliberate on and approve the London Naval Treaty, a young right winger named SAGOYA Tomeo, who was enraged over the alleged usurpation of the Emperor's prerogative of supreme command, shot HAMAGUCHI on 14 November 1930 (Showa 5).
The Seiyukai, however, condemned the Government on the grounds that Prime Minister HAMAGUCHI was absent from Diet proceedings and that SHIDEHARA was not in fact a party member.
HAMAGUCHI eventually resigned his post on 14 April 1931 (Showa 6) owing to worsening health, leading to the creation of the 2nd WAKATSUKI Reijiro Cabinet.

Hamaguchi graduated from Tokyo University in 1895 and then entered the Ministry of Finance.
In 1915, he was for the first time elected to the House of Representatives of the National Diet and joined the Rikken Doshikai party of Katsura Taro.

(1) Internally, the Minsei Party government (July 1929-April 1931, with prime minister Osachi Hamaguchi, finance minister Junnosuke Inoue, and foreign minister Kijuro Shidehara) deliberately adopted a deflationary policy in order to eliminate weak banks and firms and to prepare the nation for the return to the prewar gold parity (fixed exchange rate with real appreciation).
The policy of deflation and return to gold was strongly advocated and implemented by finance minister Inoue.
