Osborne was born July 19, 1847 at Franklin in Pendleton county, West Virginia, a son of J.W. and Rachel Griggsby (Hamilton) Osborne.
Osborne left Illinois in March, 1875 and went to Texas, in which state he was for six years employed in the sheep raising business on a large ranch, having at one time a herd of seven thousand sheep on the range.
Osborne was therefore well qualified to take her position by the side of an industrious man who was endeavoring to build up his finances, and with her husband she has worked hard to make a good home.

Osborne was founded by English-born Thomas Osborne in 1878, when he subdivided the eighty-acre farm that he and his wife Elizabeth purchased in 1865 on which to rear their nine children.
In 1960, the Clayton County Conservation Board purchased 60 acres of the original Osborne homestead and established it as a county park.
The cabin was disassembled, moved to Osborne and reconstructed in 1976.

In 1865 he was appointed County Superintendent of Schools of Mifflin County, Pa., by State Superintendent; then in the spring of 1865, was elected County Superintendent for two years, and in 1867 was re-elected for same time.

Eckman, of Osborne, was instrumental in organizing the Congregational church at Bull's City, and was for several years its pastor.
When he was ten years old they moved to Hardin County, Ohio, where he engaged as a laborer until June 1861, when he enlisted as a private in Co. G, Fourth Ohio Volunteer Infantry, and was discharged at Colombus, Ohio, June 24, 1864, at the expiration of his term of service.
In the spring of 1872, he moved to Mitchell County, where he engaged as a farmer until October, 1879, when he came to Bull's City and built a large and commodious barn, which he has up to the present time used as a livery and feed stable.
