Oscar M. Westover succeeded Foulois as chief of the Air Corps, holding that position between 1935 and 1938.
It is interesting to speculate on whether he would have played a role in the expansion of the Air Corps in the years leading up to Pearl Harbor, or if, like Malin Craig in the Army, he would have been shunted aside just as the crisis approached.
There is no biography of Westover, but Frank Faulkner includes a chapter on him in his handbook,Westover: Man, Base and Mission (Springfield: Hungry Hill Press, 1990).

Major General Oscar Westover was chief of the Air Corps from December 1935 until September 1938, and was in part responsible for the beginning of a period of expansion that ended with the emergence of the U.S. Air Force as a separate service.
Westover was promoted to First Lieutenant on April 13, 1911; to Captain on July 1, 1916; and to Major on October 20, 1917.
Westover served as assistant executive and executive in the Office, Chief of the Air Service, from November 1918 to November 1920.

In 1934 he won his second Mackay Trophy, when he lead ten of the new B-10 bombers 18,000 miles from Washington to Fairbanks; he was also promoted to a temporary Brigadier-General.
In 1936 Arnold returned to Washington as Assistant Chief of the Air Corps, under the new Chief Major General Oscar Westover.
On the death of Westover, in an air accident in September, 1938, Arnold took over as Chief of the Air Corps and was immediately bumped to Major General.

IN JANUARY 1936, Brig Gen Henry H. Arnold was transferred back to Washington, D.C. Maj Gen Oscar F. Westover had taken over as chief of the Air Corps and had convinced Gen Malin Craig, chief of staff, that he needed Arnold as his assistant.
Westover, who had opposed separation from the Army throughout his career, and Arnold, perhaps having learned a lesson about bucking the system at too high a level, agreed that remaining part of the Army held definite advantages for the Air Corps, particularly in the area of logistical support.
As was all too frequent an occurrence in these early years of aviation, a tragic aircraft accident took the life of General Westover on 21 September 1938.

The lyrics, "the army goes rolling along," worked well for depicting images of tanks and armored vehicles; unfortunately, the music and the words didn't quite fit the futuristic image of our new flying service.
Oscar Westover, then chief of the Army Air Corps, was in complete agreement.
Westover expressed the need for a musical composition to represent the Army Air Corps, stating, "It's a shame the Air Corps has no song of its own." Due to a lack of direct control over funding and other interservice issues, the Air Corps could not commission a composer to write a song.

Brigadier General H.H. "Hap" Arnold, U.S. Army Air Corps, persuaded his boss, Major General Oscar Westover, chief of Air Corps, that airmen needed a musical expression of their separate identity.
As the weeks and months passed, the word got around Washington that none of the entries to date had set the committee on its collective musical ear.
General Arnold, meanwhile, was appointed chief of Air Corps in September 1938, after General Westover's plane spun in.
