Tolkien's fictional universe of Middle-earth, Ossiriand was a region of eastern Beleriand.
Ossiriand, or Land of Seven Rivers, was the most eastern region of Beleriand during the First Age, lying between the Ered Luin and the river Gelion.
Ossiriand was a green and forested land, and it was not populated by the Sindar.

He couldn't be related to Thranduil because him being Sindarin, and from what Tolkien has told us in the LR Appendices, he traveled eastwards from Lindon to occupy the Woodland Realm of Mirkwood.
The Sindar were Teleri that broke off from the Great Journey, while already in Ossiriand, for their love of Elwe.
The word Sindar was eventually used as an umbrella term which included the Falathrim, the Laiquendi and the Nandor of Ossiriand.

I had planned on my female elf being pretty young, and since the Tree years are equal to about 10 solar years, I'd put her birth at 1491.
Birth: 1491 YT History: She was born in Ossiriand not long after the Nandor settled there.
She has had a peaceful and pleasant youth in the forest under the stars, but has always been curious to visit the great Menegroth and see other parts of the lands west of the mountains.
