When Ostoher rebuilt the place in 420, we're told that the Kings began to dwell there in summer.
So from that point, they split their time - presumably it was more comfortable there in summer, at higher ground, and away from the city.
Perhaps it was made as early as TA 420 by King Ostoher, who rebuilt the city, perhaps somewhat later.

But the 250 years of the Fourth Age, plus whatever time the mod covers, is not enough to rediscover/train/repair/build anew such great wonders as Argonath, etc. So they probably repaired the roads and etc., but I doubt they remembered how to forge mithril or build like the Dwarves were always capable of.
PROF YOU'RE WRONG!!!! HA HA HA HA OK, I was overreacting but according to the appendices, King Ostoher of Gondor was the person who rebuilt Minas Anor in 420 TA which made it diffrent from Minas Ithil.
Not only was Ostoher a King, but he ruled only 500 years after the first fall of Sauron (TA 492).

One might say that the two events were not linked, for indeed 70 years had passed between them, but it seems a strange coinsidence that both should take place during the reign of the same King.
Could it not be that seeing that the Easterlings were growing strong again, Ostoher, still wise after the fasion of the men of Numenor, would rebuild this old fortress in advance?
