Every October 1, Tokyo celebrates its anniversary, in honor of the memory of the founder Ota Dokan.

In addition to the excellent translation and information provided by John, I might add that the poem is based on the famous story of Ota Dokan, a brave general in the 15th Century.
The story is as follows; Dokan was caught in the rain shower on the way to go hunting.
Being angry, Dokan went back to his castle and told the story to his servant.
