The closest language regarding application to rebel groups is the Preamble’s generic restatement of the ‘principle of international humanitarian law that the right of the parties to an armed conflict to choose methods or means of warfare is not unlimited...’ This is preambular or prefatory, not operative or binding, text.
The term ‘rebels’ is also used by Professors Alfred P Rubin and Antonio Cassesse in their respective articles on the status of rebels under the 1949 Geneva Conventions and 1977 Additional Protocol II.
Rebel groups must understand that their wish to form a new government means ‘becoming responsible internationally in the future for what they are doing now.’ He also cites the legal doctrine that treaties bind the State as a whole, not just the government, but also its citizens and even the rebel community.

The Ottawa Rebel was a team in the National Lacrosse League based in Ottawa, Ontario from 2001 until 2003.
The franchise became inactive after the 2003 season, and was purchased by Bruce Urban in 2005 and moved to Edmonton, Alberta, becoming the Edmonton Rush.
The Rebel was owned by the Brad Watters group which also brought lacrosse to Toronto and Montreal.

Ottawa's power play ranked 2nd only to Washington in the League last year, and their penalty killers 7th, but their 12.6 goals per game put them 10th, and their 15.3 goals-against, 11th.
Ottawa's schedule is probably no tougher than Calgary's outside the Northern Division, with double-headers against Columbus, New Jersey and Buffalo, plus a trip to Long Island.

As expected, the Ottawa Rebel has suspended operations and will not participate in the upcoming 2004 National Lacrosse League season, the league announced this afternoon.
Although the Rebel showed improvement over its three years in Ottawa (going from 1-13 in 2001 to 4-12 this past season), attendance progressively fell.
The loss of the Express and Rebel means that several players (including Matt Giles, who led the Rebel with 34 goals and 60 points this season, and Bruce Codd, the Rebel's loose ball leader, with 101) will be subject to their second dispersal draft since June 2002.
