OTTO III. - LoveToKnow Article on OTTO III.
Ottos mental gifts were considerable, and were so carefully cultivated by Bernward, afterwards bishop of Hildesheim, and by Gerbert of Aurillac, archbishop of Reims, that he was called the wonder of the world.
The government of Germany during his minority was in the hands of Theophano, and after her death in June 991 passed to a council in which the chief influence was exercised by Adelaide and Willigis, archbishop of Mainz.
Leaving Italy in the summer preceding the year 1000, when it was popularly believed that the end of the world was to come, Otto made a pilgrimage to the tomb of his old friend Adalbert, bishop of Prague, at Gnesen, and raised the city to the dignity of an archbishopric.

OTTO IV. - LoveToKnow Article on OTTO IV.
Otto, who is sometimes called the Red, was a man of small stature, by nature brave and impulsive, and by training an accomplished knight.
The mystic erratic temperament of Otto, alternating between the most magnificent scheires of empire, and the lowest depths of self-debasement, was not conducive to the welfare of his dominions, and during his reign the conditions of Germany deteriorated.
This support was purchased by a capitulation signed by Otto at Neuss, which ratified the independence and decided the boundaries of the States of the Church, and was the first authentic basis for the practical authority of the pope in central Italy.

 Gerd Althoff: Otto III
Otto III (980-1002) was one of the most powerful rulers in Europe in the late tenth century.
The son of the German emperor Otto II and the Greek princess Theophanu, he came to the throne at the age of three and was only twenty-one years old at the time of his death.
Althoff's great contribution is to make sense of Otto III against the backdrop of his own time, depicting Otto as a ruler challenged and limited both by his ancestry and by the political customs of his time.

Part of the program of Emperor Otto III (983-1002) and Pope Sylvester II (999-1003) known as renovatio imperii Romanorum can be understood in the eschatological sense, as a reform of Church and Empire designed to pilot them over the crucial millennial year.
An inference is that Otto III, Gerbert's pupil, understood it as well, and that he conceived his imperial reign inaugurated in 996 as a preventive against the threatened Pauline discessio which would usher in Antichrist's reign.
When Otto was expelled from Rome in 1001, he and the Pope retired to Ravenna amid speculation that the emperor might travel to Jerusalem, lay down his crown on Calvary, and disappear into a monastery.

Otto argues that the trial court erroneously exercised its discretion when it failed to apply the "extraordinary circumstances" test and failed to examine relevant factors.
In the case before us, on remand, the trial court concluded that it was unfair that no full hearing was held and, as a result, "manifest injustice" required that the order reducing maintenance to $800 per month be reopened.
The court explained that the order reducing Otto's maintenance obligation resulted from a non-appearance and the matter was never litigated on its merits.
