  GOVERNOR OTTO KERNER, JR.
Otto Kerner was born in Chicago on 15 August 1908.
Division, Kerner was promoted Colonel that same year and to Brigadier General in 1951.
He was elected to the Office of Governor of Illinois on 9 January 1961 and served until his resignation on 20 May 1968 when he became a Judge of the United States Court of Appeals, for the 7th Circuit.

Kerner held press conferences and on all the local media called Skolnick a "liar".
Despite his denials, Federal Appeals Judge Kerner was prosecuted and sent to prison, the highest level sitting federal judge sent to prison in U.S. history.
The work of Skolnick and his group touched off a series of bribery scandals by which from 1983 to 1993, 20 local judges and forty lawyers were sent to jail for bribery.

Cermak's son-in-law, Otto Kerner Jr., was Illinois governor from 1961 to 1968 and later headed the Kerner Commission, which issued a report on race relations in the United States.
Kerner was appointed a judge of the United States Court of Appeals, a post he had to resign in 1973 after being convicted for his role in an illegal racetrack financing scheme while serving as governor.
The Kerner Commission was created to report to president Lyndon Johnson on the recent 1967 race riots.

The Kerner Commission strategists came to the conclusion that America's inner-city poverty was so entrenched that the ghettoes could not be transformed into viable neighborhoods to the satisfaction of residents or the government.
Otto Kerner, himself, chairman of the Commission, was the Governor of Illinois at the time of the Report but before that had been a major general in the army.
He proposed that this be accomplished through a series of federal and private programs that would financially-induce minorities to migrate to the suburbs until their absolute numbers inside the cities represented no more than one-fourth of the total population.

The US Supreme Court has no business enforcing or not enforcing state laws, except in a few specific cases.
In response to Lauren (and Otto who I infer already understands this), the ability of parents to relinquish their parental rights requires that there is someone else willing to take over for them.
This is the basis of adoption - the rights and obligations of parenthood are transferable if both parties agree.
