OUTBREAK is a detective story and a thriller about a germ.
Sad to say, we also learn from the beginning that there is a subplot in the show that is going to have us believe that our military has some covert operations of massively evil proportions going on.
Both characters were cliches that should not have been in a movie of this caliber.

Outbreak is about a situation where man can die without being able to fight, and what the military would do about should such a situation occur.
The movie quickly jumps to modern times and gets us into the main story; Hoffman and his team have just investigated a village that was wiped out by an epidemic.
For a movie about an epidemic, having the military trying to shoot down one of the country's most renowned scientists seems a little bit over the top; military cover-ups do not need to extend that far.

Therefore, Outbreak has decided to give us a nasty, power-mad U.S. army general who is more concerned with pursuing his own agenda than saving a couple thousand citizens in the small California community of Cedar Creek.
And, when the movie is over, any more-than-cursory consideration of the plot reveals gaps that even sizable doses of coincidence and contrivance can't completely fill.

Continuity: Near the end of the movie, the plane opens its rear door to drop the bomb.
OUTBREAK is a different kind of thriller, and that's what makes terrific entertainment.
Whether it's a popcorn film or a serious medical/military thriller, OUTBREAK didn't bore me. It was one of the best thrillers to come out of its time, with a terrific package of thrills, suspense and maybe a few laughs.

I went to see Outbreak at the cinema on the day of it's release and I was thoroughly impressed from start to finish, coincidentally I saw the trailer to it the day before watching another film at the cinema and me and my friend both agreed that we had to see this film.
This (and some plot inconsistencies) somewhat reduces its effect, preventing a good movie from becoming a truly great one - although its 'copter chases are pure eye candy; and it certainly helps that they were shot by Michael Ballhaus, arguably the business's best cameraman.
