Outline-Width - Cascading Style Sheets Properties
An outline is slightly different than a border in several ways: An outline is drawn starting "just outside the border edge" and is allowed to be non-rectangular.
Outlines are always rendered on TOP of an element's rendering box and do not influence the box's position or size calculation; the document does not need to be re-flowed when a border is rendered or hidden, but the outline may overlap other nearby elements.
The actual thickness of these outline values is not specified, but "thin" should have a smaller thickness than "medium", which should have a smaller thickness than "thick".

 Using Outlines
An outline is a kind of graphic scheme of the organization of your paper.
Outlines range from an informal use of indenting and graphics (such as —, *, +) to a formal use of Roman numerals and letters.
In topic outlines, the ideas are expressed in parallel phrases (in other words, they are expressed in the same grammatical form--as noun phrases, as verb phrases, etc.).

 Getting Started: Outlining
It is possible to write a paper without an outline, but it might suggest that your paper lacks organization if it proves impossible to write an outline that describes the thinking process behind your paper.
At the least, a tentative outline can suggest areas in which your paper needs additional work or supporting details to bolster main ideas or, on the other hand, areas which have too much emphasis and need to be pruned down to avoid an imbalance.
Remember that your outline is only a tentative skeleton to hang ideas on; limbs can be lopped off or added as the writing proceeds.
