Body fonts are those that are usable for long reads of text, such as in a novel or magazine article - they also often include bold and italic versions.
Topic fonts are those that suggest a particular topic, such as fonts designed for Halloween - or that contain recognizable graphics, such as explosions, pipes, logs, paper clips, snowcaps, etc. Standard fonts are those commonly included in most printers.

TeXtrace is a collection of scripts for UNIX that convert any TeX font into a Type1.pfb outline font immediately suitable for use with dvips, pdftex, acroread (and any many other programs).
The main advantage of using Type1 fonts with TeX is that acroread renders TeX's bitmap fonts ugly on screen, but it renders outline fonts beutifully and fast.

This project is aimed at producing a free software outline version of the classic bitmapped misc-fixed terminal fonts, with the same coverage as Markus G. Kuhn's extended ISO 10646-1 version of the screen fonts.
For PostScript the CID-keyed font format seems appropriate to handle large character sets such as ISO 10646-1 or Unicode, but the general support is limited to Level 3 devices, and is not yet implemented in this project.
The font sources and font files are licensed under the GNU Lesser General Public License (LGPL), the auxilliary programs used to build the font files from sources distributed in the complete source package are licensed under the GNU General Public License (GPL).

Its complicated because the two fonts have to use the exact same baseline and coordinates or the fills and outlines will not align.
There are fonts available that do this (as I've just shown), but none that are free to my knowledge.
You cannot build a multi-layer font in and of itself in FontLab because it only works on one layer; it you want a multi-layer font each layer has to be a separate font which are created on the same coordinates and then layered over one another in a graphics program.

TrueType is also an outline font technology, but it describes the outlines with quadratic curves (instead of cubic curves).
The TrueType one makes for a smaller and faster rasteriser, but at the expense of larger font files, whose final printed quality is much more dependent on the amount of effort and expertise put in by the type designer than are Type 1 fonts.
Another benefit of putting the intelligence into the rasteriser rather than the font is that when you upgrade your rasteriser (when you buy a new printer), all your fonts look better.
