Outside partner requires moving across the feet at a small angle, because it requires swinging the legs an angle to the hips in order to achieve partner clearance.
In driving steps the foot is vertically under the body for most of the step.
So on step 2 of a natural or feather you will see the foot pointing ahead of the position of the body, but you should not see the leg breaking forward of a line joining the shoulder, hip, and foot.

An "outside" turn is one in which the direction of the turn is the same as the foot that you pivot on: a left outside turn pivots on the left foot, and a right outside turn pivots on the right foot.
For example, the term "outside" in an Outside Spin (in waltz, quickstep or whatever) refers to the fact that the leader starts with a step outside his partner in Outside Partner Position.
The partner who is closer to the rotation axis is on the "inside of the turn", he has a shorter way to move.

The difference between "closed dance position" (with left side lead) "outside partner" and "lock steps" is the amount of shape.
The amount of hip movement enables you to have a left side lead, a little more movement for outside partner, and even more to cause one foot to cross the path of the other which results in a lock step.
For example: in a forward lock step there is a little shape to prepare to step outside partner, a little more to actually step outside and more to cause the lock.

Outside of Turn:  refers to the longer curve of two parallel curves; the outside of a turn is longer and performed more quickly than the inside; typically the person entering the turn forwards is on the outside.
Outside Partner:   weight transfers forward or backward such that your right foot passes on to your left of your partner’s left foot.
Prep Step:  a simple walking step taken before the actual pattern begins, used only at the very beginning of a dance; not counted in timing or weight transfers.

A beginner dancer must understand that the Man will usually place Lady slightly to his right so that he won't step directly on her toes but his LF will be slightly outside lady's RF and his RF will be slightly inside Lady's LF.
Say for example, as Man you step forward with RF, you will be stepping outside of Lady's RF as she steps back on LF.
Your partner is stepping back and therefore her step is called Partner Outside (PO).
