Overblowing is producing a different note in a wind instrument by forcing air harder.
In most more developed instruments, this transition from lower to higher registers is aided by a "register hole" which encourages a vibration node at a particular point in the pipe, causing the vibration pattern to change, so overblowing is not so important.
Overblowing is a problem that arises when playing the bagpipes.

One advantage of the flute over the recorder is that the player has direct control over the angle at which the air from the lips strikes the embouchure hole.
Rolling in or out with the lips relative to the edge gives the player a greater range of volume and expression, and aids the process of overblowing to achieve the higher register.
This is achieved by a process called "overblowing" the flute, and the notes produced are said to be in the "upper register" of the flute.

If the vibration in the instrument without overblowing consists of frequencies of 100 Hz, 200 HZ, 300 Hz etc., the frequencies after overblowing may be 200, 400, 600 Hz etc., or 300, 600, 900 Hz.
The fundamental frequency and the overtones form a harmonic series in the case of overblowing as well, and the pitch of the fundamental will be determined by a similar "tug of war" as without overblowing.
Overblowing on such an "instrument" (which could only exist in theory) would be no problem: the octaves and most other overtones are perfectly in tune.

It's clear that an overblow requires a certain kind of air pressure (Yes, somewhat like a blow bend,) the same is true of all the "micro-tones" in the OB bend.
As an aid to overblows, I might suggest starting by playing the draw note, which gets the draw reed activated (the draw reed is the one that is the overblow reed), then immediately blowing in the hole, as Larry is suggesting, using a blowbend type of action.
If you are having difficulty with overblowing, you might still try overdrawing, as some players hit their first overbend in that way.
