		A SCOPE image file comprises a 512 byte header, followed by the image data, followed by optional statistics information, pseudo-colour mapping, overlay memory and feature vector data.
		The scope image format is defined in the header file "scope.h".
		The first two bytes of this header provide a means of checking that this is indeed a SCOPE image file.

	MACEDON Undergraduate Project List
		To further our work in testing MACEDON for non-overlay networks, and to provide more useful services, we are interested in making it possible to both write an HTTP server in MACEDON and to retrieve content from legacy HTTP servers from within MACEDON code.
		The main components of this project involve determining library incompatabilities between linux and the other programming environments, adding the code necessary to let MACEDON compile in these environments, and testing the results to make sure that this code is compatible with code compiled on linux.
		Consider that people could connect to the overlay using their web browser, and that the overlay is managed at several well-provisioned nodes.

		When a broadcaster includes the message as a video overlay on the TV program, the issue doesn't arise because the TV set displays the full video picture that includes the Emergency Alert message.
		The FCC adopted the Broadcast Flag rules because broadcasters said there was a need to control the redistribution of broadcast programming over the Internet.
		Presumably broadcasters would set the bit at the time they broadcast the program, but there is nothing prohibiting a Hollywood studio from adding it to the bitstream when they distribute their movies to the broadcasters.
