HANOI - Overseas Vietnamese shall enjoy the same rate of service charges and fees as those applicable to Vietnamese citizens in the country, according to a new governmental decree issued on July 31.
Under the decision, Vietnamese citizens residing abroad and holding Vietnamese passports, and overseas Vietnamese holding foreign passports and their certified family members, are entitled to a single price regime, covering service charges and travel fares.
The decision also stipulates that overseas Vietnamese bearing foreign passports, who are certified to have rendered services to the national liberation and construction, are to be exempted from visa fees when entering or leaving Vietnam.

Overseas Vietnamese are also encouraged to establish and expand markets for Vietnamese goods in foreign countries, and to facilitate co-operation and investment relations with foreign businesses and organisations.
Most of these overseas Vietnamese lead stable lives and have integrated with their adopted communities, with many holding high positions in these countries’ social and economic strata, the Government reported.

HO CHI MINH CITY - The Vietnamese government's effort to fight unemployment at home by encouraging its people to work in neighboring countries seems to be backfiring amid reports of workers being jailed overseas and caned after being declared undocumented laborers.
According to official statistics, the number of Vietnamese workers seeking employment overseas had climbed from 20,000 in 1999 to 50,000 in 2002.
This was in sharp contrast with Malaysian immigration requirements that overseas workers should also be able to communicate in English or Malay, and possess an official certificate attesting that they did not belong to any terrorist organization.
