Skies was produced by Sega's OverWorks in-house team, which is comprised of members from both the former Team Andromeda (responsible for the masterful Panzer Dragoon series) as well as members from Team Phantasy Star who were responsible for, well, I'm sure you can guess.
The theme of flying ships journeying through vast stretches of sky is an approach which certainly hasn't been overdone, and I can't remember the last time pirates of any sort played a major role in a console game.
Lastly, one thing I absolutely had to mention was the fact that OverWorks has solved the dilemma plaguing every RPG since Final Fantasy VII.

 Expert About ov:Overworks
Developer Overworks (possibly known best for the hugely successful Japanese mech combat / dating RPG series, Sakura Taisen) is giving one of the best non-Square RPGs of recent years a new lease on life when Skies of Arcadia Legends ships for the Gamecube on January 28th, 2003.
Overworks managed to create a terrific experience the first time, but with two years' worth of hindsight, they were able to further tweak and refine Skies of Arcadia, making Legends the 'ultimate' version of the game.
Although rumor has it that Overworks toned down the random encounter rate for the GameCube version, you will still experience moments where random battles appear to be happening every ten seconds – and there are potential penalties down the road for running away from combat.

"The Next Level" Game Review - Shinobi
If stealth were an aesthetic, Overworks would have it nailed.
Overworks' attempt at building a game that is simple to jump into and fast-paced from the get-go is plagued by a bad camera.
It will get stuck behind things, move when you want a stable angle, and add an artificial level of challenge that makes some areas harder than they need to be.

 Kikizo Games: PS2 Review: Shinobi
Overworks' Shinobi, the namesake of Sega's classic 80s arcade title, retains the same basic design sensibilities of its decade-old forebear, while at the same time introducing a modicum of fresh new ideas to make it palatable in today's fickle marketplace.
Though straddling a fine line, Overworks has managed to craft an amalgam of both new and old, that despite its shortcomings, offers an experience that both newcomers and veteran fans can be pleased with.
Overworks' incarnation of Shinobi will not attain the 'classic' status of other titles in its lineage, but it is a solid action title, that, frustration aside, is a lot of fun to play.

 Shinobi Preview
Thankfully the game appears to be in good hands; Overworks president Noriyoshi Ohba developed the very first Shinobi title, whilst Mr Ito was the director for Revenge of Shinobi.
Surprisingly the main protagonist of the title may be a Shinobi, however it’s not the Joe Musashi that graced the earlier titles, but a new ninja going by the name of Hotsuma, leader of the Oboro Ninja clan.
Firstly the emphasis is placed on action; you’ll find tons of characters populate each level, whilst you’ll find yourself confronting all manner of creatures at the end of a level, end-of-level-bosses… ahhh the criminally overlooked staple ingredient of games from a previous era.

E3 2002: New Shinobi details - PlayStation 2 News at GameSpot
Posted May 24, 2002 2:16 pm PT We were able to talk with Noriyoshi Ohba and Takashi Uriu of Overworks in the Sega booth during E3 about the ongoing development of Shinobi and other titles currently being worked on at the company.
The decision to release the title for the PlayStation 2 stemmed from the fact that, of the three consoles, the PlayStation 2 was the one the team was most familiar with.
In terms of the game's design, Overworks decided the next installment of the series needed to be in 3D due to the changing market.

Despite the glowing reviews from numerous sources, Overworks' Dreamcast gem Skies of Arcadia never really made a significant sales impact, probably because its release was overshadowed by that of Square's Final Fantasy IX.
The game managed to gather quite a dedicated fan base, but there was little hope that anything new in the Arcadia universe would be seen in the future.
The level of character development that Overworks has applied is fantastic.

In this IGN-Dreamcast interview with Overworks, Noriyoshi Ohba states that "I'm thinking of developing more games for the U.S. market like the "Revenge of Shinobi" series and "Streets of Rage" series, which I once worked on for the Genesis".
Having previously said that they would like to return to their classic series like Shinobi (and Streets of Rage), Overworks have annouced that they working on a 3D Shinobi title for the PS2 for release later in the year.

SKIES of Arcadia Legends, developed by Overworks and published by Sega originally for the Dreamcast and now on the GameCube, would have been a great game were it not for the excessive random battles you encounter.
I tip my hat off to Sega and Overworks for conceptualizing this game, and after two years since its maiden release they added several hours of gameplay, added more bosses, enhanced the graphics and added optional hidden bonus content.
The world itself is huge, and is populated by characters to which Overworks gave their creative best to become interesting.

Fortunately, Sega and Overworks have resurrected SoA, porting the title over to the GameCube and enhancing it with some new features and story elements while giving it a spiffy new title to boot.
While at its core, SoA is a traditional RPG—complete with all the trappings of the genre like fetch quests, turn-based battles, and so forth—what really sets it apart is a combination of the execution and the aesthetic vision that colors the title.
Overworks heard the complaints, and there are now fewer random encounters (and monsters that give more experience) in the game.
