Brewster, a Republican, was solidly conservative, a close confidant of the infamous Joseph McCarthy of Wisconsin and antagonist of Howard Hughes.
Owen (he preferred to be known by his middle name) Brewster was born in Dexter, the son of William Edmund Brewster, a member of the Maine House of Representatives, and Carrie S. Bridges.
From 1914 to 1925, Brewster was a lawyer for the Chapman and Brewster law firm in Portland.

Ralph Owen Brewster was born in Dexter, Maine, in 1888.
Brewster corresponded with many well-known state and national figures of the time, including Harry Truman, Percival Baxter, Robert A. Taft, Henry Cabot Lodge, Jr., James M. Mead; and was contemporary with Margaret Chase Smith, Richard Nixon and Joseph McCarthy.
In 1943 Brewster and Senators Russell of Georgia, Chandler of Kentucky, Lodge of Massachusetts, and Mead of New York travelled to the war areas to gather information on numerous wartime subjects including: international transportation, foreign landing facilities, distribution of supplies, state of machinery received from the U.S., and the function of the Office of War.

In a $400,000 lawsuit filed against the Herald, Brewster alleged that the editorial resulted in his losing the appointment and other opportunities because it asserted falsely that he had arranged for wiretapping of Hughes' phones at the time of his famous confrontation with Hughes.
