  Pactor Primer
The Pactor controllers all come with thick manuals which cover a multitude of operating modes, but by the time you painfully extract the part that is relevant to Pactor you find the documentation to be pretty thin.
Pactor is a method of sending digital information via radio, and was developed around 1990 by a small group of German hams who formed the company SCS.
The first Pactor controller was developed by SCS and the protocol was adopted by most other manufacturers of TNC's (Terminal Node Controllers, or radio modems), but often without the analog memory error correction scheme developed by SCS.

 Pactor Protocol Description
PACTOR (PT), specially designed for operation in noisy and fluctuating channels, is an improved half-duplex synchronous ARQ system combining the reliability of PR with the fixed AMTOR time frame.
The standard cycle duration does not differ from FSK PACTOR and is still 1.25 seconds, which is one of the requirements to obtain easy compatibility to Level I. Longer Control Signals (CS) had to be applied to achieve a higher robustness for the acknowledgment signal, required due to the greater robustness of the data channel.
As the pactor level increases, the relative performance increases with Pactor-3 being far superior to any mode ever developed for the HF spectrum.

I don't think that PACTOR is 100% duty cycle.
The technical one is that pactor is not dopler tolerant, the tolerace for pactor 1 is less then 80 hz, I think pactor 2 and 3 are even more critical.
The operational problem is that it is very bad practice to use a 100% dutycycle mode on most linear sats, some will alow psk31 sstv and other modes but most don´t.

PACTOR can be viewed as a combination of two earlier digital modes, packet radio and AMateur Teleprinting Over Radio (AMTOR).
PACTOR provides improved throughput because its transmission speed adapts to the quality of the link and it uses Huffman compressed characters.
PACTOR is a synchronous transmission system with a packet duration of 0.96 second, a CS duration of 0.12 second, and an idle time of 0.17 second for a total cycle time of 1.25 seconds.

Pactor mailbox services, such as those provided by WinLink 2000 and others, are extremely valuable to a few thousand out of hundreds of thousands of hams in the world, and should be preserved, but not by operating outside the rules all other hams must follow and not by creating excessive interference to other modes.

PACTOR II PACTOR-II is a fully backward-compatible improvement to the original PACTOR system.
As in PACTOR, CS1 and CS2 are used to acknowledge/request packets and CS3 forces a break-in.
PACTOR II uses different forms of two-tone DPSK modulation in all of its modes and starts using DBPSK modulation at a data rate of 200 bit/s with rate 1/2 coding to provide a throughput of 100 bit/s.

The problem with Pactor robots is that they are unattended stations, not run by humans so they just come up in the middle of the band without asking.
Essentially the problem is that Pactor, like packet, apparently uses a simple DCD controlled by SQUELCH to determine whether a frequency is being used.
But the Pactor stations don't seem to do that and haven't shown much interest in "playing nicely." And as already mentioned, many who use them could care less, as long as they get their email.

If you are using Pactor III your connection will probably not be interrupted, although it might slow down some.
Pactor III is a new "Pactor" protocol that uses 2400Hz bandwidth, as opposed to the 350 Hz of Pactor II, and can transfer data 3-4x faster than Pactor II in good conditions, and slightly faster than Pactor-II in weak signal conditions.
Pactor III sounds like periodic "rasping." As always, listen and make sure that a SailMail frequency is not in use before you connect.
