Hi muzic72, If you are playing that PAL dvd on a NTSC dvd player and TV it won't work even if you made it region free.
I would guess there is a way to convert the PAL to NTSC but I don't know what is involved.

A: Your PS2 or Xbox is not region free (and we've never heard of one that is), it most likely will not play VCDs and we're pretty sure it won't play any PAL DVDs (sometimes they even have trouble playing DVDs they're supposed to play).

Region free would imply that it's neither NTSC or PAL.The answer to that is no. I'm not sure if Dead Rising has ever been available region free.
Basically: consoles are region locked by being programmed to check to see what the native picture format is for the game which is trying to be played.
And the software and hardware regions are actually numerical codes,  its just that rather than using them for identification purposes as DVD does, the games industry decided to use (the more confusing) video standards labelling.

Region 0 is a region free DVD and should play on any player.
If the disk is truly a region 0 [zero], that means it is NOT region coded or there is NO region code on it and it should play in all region DVD players.
It doesn't matter what region code it is, if it is PAL encoded, then you will have to have a PAL player to play it.

When I'm finished converting the PAL to NTSC, I still have to convert the region coding from 2 to 1 and I still haven't figured that out as yet.
If you have the original PAL dvd, rip it to your HD which will remove the encryption and region code.
I just copied "the downfall" for my parents....they had bought the pal region 2 copy of this movie.....I used dvd decrypter to rip it into iso on hard drive then burn it on DL with dvd decrypter....work great on my 30 buck stand alone dvd player....no pal ntsc problem....

PAL at 50 Hz is just fine - TVs have much bigger phosphors than monitors and are much less suseptible to flickering.
I suppose if you sped up the master clock on a PAL Atari 800 by a ratio of 6:5, it might generate a PAL60 compatible display, although I have doubts about the CPU and custom chips coping with such an overclock.

Just remember that Pioneer models never could be easily converted to region free so you have to buy it that way already (i.e., already made to be region free).
I suppose it is possible (though unlikely) that the PAL to NTSC feature is locked on the USA model so that it will output PAL instead of NTSC...

If you use mpeg files as source of conversion (you should not!) then you have to check the clip properties in Vegas if it has the correct pixel aspect ratio and field order (Vegas may assume mpeg file is progressive while your mpeg file from NTSC DV may be in fact interlaced).
You are converting to PAL and then encoding it all in real-time.
Ten just drop the PAL videos from assets over the Movie window and say yes when it will ask you to replace the files while keeping the settings.

Ive downloded the new patched PDZ PAL, seeing it was on the region free list, and I got region code errors when I tried to play it.
Also region free NTSC prolly means region free to european PAL, but not even necessarily to other NTSC regions like Asia or PAL Australia.
Then, a region free PAL game might only be region free on an NTSC console if its say PALUK version of the game, but PAL FR might not be region free..

The European editions look almost identical and the Region 1 Artisan comes in a very close 3rd, but it comes down to personal taste as all three newer editions are reference quality.
My eye sees the French edition as marginally sharper and that would be my recommendation for image although we may have an issue of forced French subtitles when the original audio is played.

Nope, you can make it region free but you'll need a program such as Nero Vision to convert between PAL and NTSC.
