PCCW was formed by Li Tzar Kai, Richard, the younger son of Hong Kong tycoon and billionaire Li Ka Shing.
PCCW has been the object of much scorn in Hong Kong, since many residents are PCCW stockholders, as a result of the HKT purchase.
PCCW announced the formation of wholly-owned subsidiary Cascade Limited at January 2003 and transferred almost a quarter of its total work force to Cascade.

New report from the Sunday Times on 6 February 2003 revealed that PCCW made a preliminary takeover approach to Cable and Wireless on December 2002 as the Bristish company's share languished near record lows.
Following the news report, PCCW issued a statement through the Hong Kong stock exchange on 6 February 2003 morning saying it had not made a formal offer for CandW and was not in takeover talks with the company.
PCCW apologised on 10 February 2003 for making what were seen by some in the market as contradictory statements.

PCCW, Hong Kong's dominant fixed-line phone company, is set to return to mobile telephony after its chairman Richard Li on Monday said it planned to acquire the territory's smallest wireless operator for less than US$200m.
PCCW aims to turn Sunday Communications into the most profitable operator by 2010, according to Mr Li, who was speaking on the sidelines of a conference in Hong Kong.
PCCW has agreed to pay Sunday's two largest shareholders about HK$1.163bn (US$149m) in cash, or HK$0.65 per share, for their combined 59.9 per cent stake, according to the company.

The proposal by the mainland carrier was confirmed by PCCW yesterday after shares in the local fixed-line carrier soared as much as 7.1% in the final 20 minutes of trading, following a report that the once-stalled talks between the two companies were close to a breakthrough.
PCCW said in a statement that Netcom had "recently expressed interest" in buying 20% of the company through a new share issue, adding that "discussions on cooperations and new shares are continuing but no agreement has yet been reached".
In response to the news, a Netcom spokesman said: "The group is still in talks with PCCW and no agreement has been reached." He added that there was no key development regarding the negotiations and reiterated the possibility that the two parties would fail to reach a deal.
