The House last month deleted all funding for Post-Conviction Defender Organizations (PCDOs), which provide for the appointment and compensation of qualified counsel in federal habeas corpus death penalty cases.
The PCDOs were created in 1987 and currently 20 organizations serve 50 districts.
The House funding level not only prohibits PCDO funding, but also fails to provide adequate money for the courts to meet their statutory responsibility of providing counsel through other possible sources.

Contents of VI. CONGRESSIONAL ERROR COMPOUNDED   (Site not responding. Last check: 2007-11-03)
The PCDOs were federal exemplars of mechanisms that provided for the “appointment of counsel and compensation of reasonable litigation expenses” for capital defendants challenging their capital convictions in state and federal habeas review.
The opt-in provisions communicate, at least in part, the proposition that the provision of counsel for condemned prisoners in collateral proceedings is a desirable component of the death penalty review process.
The States’ failure to respond to the opt-in provisions is apparently consistent with the value judgment communicated by Congress in defunding the PCDOs; that the allocation of resources to support counsel for capital prisoners in state post conviction proceedings is not worth the cost or the trouble, regardless of the incentives provided in the statute.

To extract the self-extracting PCDOS archives, you can simply put them in a (big enough) directory on a PCDOS machine, and execute the archive as if it were a program!
To get the 386 PCDOS executables you will want to get three archives: the source code and documentation archive and two executables archives.
If you are transferring by ftp direct to a Macintosh the Macintosh or PowerMac self-extracting archives, it may be important at this point to ensure that the transfer used the MacBinary protocol.

The committee found that Post Conviction Defender Organizations (PCDOs) are a cost-effective, efficient means of providing representation in death penalty cases.
The committee reached its conclusion based on interviews and data it obtained from federal and state judges, state attorneys general, resource center directors and staff, traditional federal defenders, state bar representatives, and private attorneys.
Nevertheless, in FY 96, Congress is expected to eliminate the funding for the existing 20 PCDOs, but may allow for a 6-month phase-out.

House Hearings Regarding the Fiscal Year 1999 Appropriation for Defender Services
That precipitous act, together with the accelerated scheduling mandated by the Antiterrorism and Effective Death Penalty Act of 1996, leaves hundreds of death row inmates without counsel, greatly increases the cost of representation for the rest, and has contributed to delay in the processing of capital cases.
In addition to direct representation in some cases, PCDOs performed a number of functions which help to ensure that fair and complete capital habeas corpus petitions were promptly filed and competently processed by trained counsel.
Finally, where a PCDO did not have funds to hire enough staff to represent all of a state's death row population, the PCDO provided support services that greatly reduced the cost of assigning private attorneys.
