PHP was originally designed as a small set of Perl scripts, followed by a rewritten set of CGI binaries written in C by the Danish-Canadian programmer Rasmus Lerdorf in 1994 to display his résumé and to collect certain data, such as how much traffic his page was receiving.
PHP can be used with a large number of relational database management systems, runs on all of the most popular web servers and is available for many different operating systems.
PHP does not enforce the declaration of variables prior to their use, and variables which have not been initialized can have operations (such as concatenation) performed on them; an operation on an uninitialized variable raises an E_NOTICE level error, but this is hidden by default.

Another problem is that it does not mention royalty-free license for any patents in the software, which can be put into bad use of it.
Including a copy of the license: It says in clause 1, 2 that redistribution must retain copyright notice, list of conditions, and the disclaimer in the documentation and/or other materials provided with the distribution.

This license is the disjunction of the Artistic License and the GNU GPL--in other words, you can choose either of those two licenses.
The primary incompatibility is that this Python license is governed by the laws of the "State of Virginia", in the USA, and the GPL does not permit this.
Likewise, if you use this license without either of the options to make your manual free, someone else might decide to imitate you, then change his or her mind about the options thinking that that is just a detail; the result would be that his or her manual is non-free.

The text of the PHP license can be found here: http://www.php.net/license/3_0.txt It is almost a word-for-word clone of the Apache Software License v1.1 which is already OSI-approved.
Clauses 3 and 4 in the PHP License are the same as Apache clauses 4 and 5 slightly reworded to talk about PHP instead of Apache.
Hopefully the new Apache license whenever that gets finalized will be OSI-approved and has the big advantage of being project-agnostic, so projects such as PHP that are closely tied to Apache can use it verbatim without having to massage it and we won't need all these individual Apache-like licenses.

I believe the PHP License does not conflict with the GPL, because those “discrimation” clauses are on the *name* PHP, not the code.

 Chris Shiflett: Zend Framework License
We have decided to change the license of the Zend Framework from a PHP-like license, to the simpler new BSD license.
The reason the PHP license includes such a clause is to make sure people don't get fooled into thinking they must pay for something which is available for free.
There were a few complaints about the license not being compatibile with the GPL (some that seemed to suggest the GPL itself as a better license), but it wasn't until I discussed this with Zak in Montreal that I learned the root cause of the incompatibility.

We cannot really stop you from using PHP in the name of your project unless you include any code from the PHP distribution, in which case you would be violating the license.
That may be true, but by using the PHP name you are explicitly linking your efforts to those of the entire PHP development community and the years of work that has gone into the PHP project.
