PLATO was developed in 1962 at the University of Illinois.
PLATO began as an educational system, and, indeed, as an experiment to determine how computer-based education could be most effectively explored.
PLATO is the epitome of individualized education -- it's like having a powerful and extremely patient teacher who's been assigned to work with you on an individual basis.

Plato was born into an aristocratic family in Athens, Greece around 427 BC, the son of Ariston and his wife Perictione.
After his teacher's death, around the age of forty Plato founded the Academy, of which Aristotle was a pupil, in a grove sacred to the demigod Academus, near Athens.

Plato: Democracy   (Site not responding. Last check: )
Plato was a teenager when a majority of Athenians decided to conquer Syracuse, and it is unlikely that he ever forgot the enormous cost in human lives, materials, and international esteem that this disastrous expedition brought about for his native city.
Plato's answer was an educational system that systematically singles out the most intelligent, talented, industrious, and self-disciplined individuals for years of intensive study and training, and a prescribed lifestyle for this elite that eliminates all motivations and possibilities for personal ambition or enrichment.
Plato thought that it is not in the nature of most people to exert themselves sufficiently in the pursuit of serious knowledge and self-understanding, or to muster the necessary energy and will to embark on the long march out of the cave of half-knowledge and ignorance.

PLATO, an apronym for Programmed Logic for Automatic Teaching Operation, was one of the first generalized computer-based teaching systems, originally built by the University of Illinois and later taken over by Control Data (CDC), who provided the machines it ran on.
PLATO ran for many years at the U of I, but William Norris's plans to make it a major force in the computing world and a keystone of corporate social responsibility failed.
PLATO was therefore a failure in any real sense, although it did find some use in large companies who didn't want to staff up their teaching departments.

Bruce Donnelly - biographic note about PLATO
I don't pretend to be an expert on the subject, but the basic networking model behind PLATO involved state-of-the-art supercomputers from Control Data, each with their own networks of up to 1000 terminals which were grouped together into 32 clusters (network interface units) of 32 or fewer terminals (like a classroom).
With typical response times on the network of less than 0.2 seconds, one would literally hear groans of despair within seconds if there was no visible response to a key, as an entire room of users would realize the network was down in far less time than even a very fast webpage downloads today.
We networked such systems from Germany to Washington DC, which was not easy in those days, and developed a local database system to manage contacts and other work for the largest US consulate general in the world.

 Connectionism (Stanford Encyclopedia of Philosophy)
Neural networks are simplified models of the brain composed of large numbers of units (the analogs of neurons) together with weights that measure the strength of connections between the units.
It is widely felt, especially among classicists, that neural networks are not particularly good at the kind of rule based processing that is thought to undergird language, reasoning, and higher forms of thought.
This suggests that neural network models serve as counterexamples to the idea that the language of thought is a prerequisite for human cognition.
