The snail-paced advancement of the plot is somewhat redeemed when the various threads begin to converge, but even this enjoyment was tempered by a deluge of coincidences and what-the-fuck moments.
PTU is a perfect compliment to The Mission.

PTU opens with a fantastic scene set inside a restaurant, where three characters - Ponytail, Sgt. Lo, and Ponytail's assassin - compete over seating arrangements in a game of one-upmanship that continues to escalate until Ponytail receives a knife to the back.

"PTU" is about a group of uniform cops that walks the night beat and rules their section of Hong Kong with an iron fist.
The film is more of a drama, an intense study of the unspoken mentality of the street cops that wanders the dark alleyways and silent sidewalks of Hong Kong like stone gargoyles rather than the flesh and blood crooks, vandals, and regular people they come in contact with.
"PTU" isn't nearly as good as "The Mission" and one gets the feeling that the screenplay was never fully developed beyond the treatment stage.

However, in 2003, it seems that the veteran filmmaker is back in fine form with the release of "PTU", a crime-noir thriller that combines the plotting of Guy Ritchie ("Snatch") and the 'end justifies the means' law enforcement mentality of "Training Day", all wrapped up in a slick package with the distinctive 'Johnny To' touch.
As per suggested by the title, the action revolves around a single overnight shift of a PTU detachment as they make their rounds through dark streets, led by Officer Mike Ho (Simon Yam, who is scheduled to appear in the upcoming "Tomb Raider: The Cradle of Life").
Meanwhile, Cheng is up to the challenge of portraying the by-the-book CID officer who dogs Lo and Ho, though it is revealed that she has the same tendency to bend the rules when it is convenient.

PTU isn't as good as some of To's previous films, but it's better than a lot of the Hollywood-wannabe or ultra-cheap dreck Hong Kong has been dishing out as of late.
Perhaps this was To's intention, but the slow pacing of the middle of the movie nearly kills the momentum of the opening scenes.
It's definitely one of the better cop/crime movies to come out this year from anywhere and is worth a look if you're into the genre, or just want to see a solid film that doesn't rely on special-effects gimmickry or cute pop stars to sell itself.

Johnnie To's latest work, PTU (Police Tactical Unit), is a Hong Kong crime thriller that starts out strongly but ends up running out of gas by the midway point.
All of this is compounded by the obvious contempt that other investigative branches of the police force have for Lo; corruptible and clumsy, he's the local equivalent of the Keystone Kops, but he does have enough friends on the force to help him get by.
The problem with PTU lies in its overdependence upon the situational humor engendered by Lo's attitude toward himself and the investigation; his buffoonery is supposed to act as a clever foil — and cover — for his obvious skill as an investigator.
