The Petsamo area, which became part of Finland in connection with the Peace of Tartu, was the homeland of the Suonjel, Paatsjoki and Petsamo Sámi.
In the end, the Sámi of the Petsamo village settled permanently in the Nellim area, the Sámi of the Paatsjoki village in Keväjärvi and the Sámi of the Suonjel, or Suonikylä, village in the Sevettijärvi-Näätämö area.
A few families from the Paatsjoki community settled in Sevettijärvi, closer to the Norwegian border, and a few Sámi from the Suonikylä village in the region of Nellim.

The state had 52 new houses, or "Skolt homes", built in the Sevettijärvi area, 43 houses in the region of Nellim and Pikku-Petsamo, and two in Hyljelahti Bay north of the village of Inari.

In the River Oulujoki, the fish migrated mainly downstream and in the River Paatsjoki both down- and upstream.
In the River Paatsjoki, larger fish showed active migration in the spring and autumn, whereas in the River Oulujoki the increase in the migration occurred simultaneously in all size groups.
The different species composition and the different nature of the lakes, together with the different regulation practices, were considered to be responsible for the varying migration patterns.

Presenting these views in local level negotiations with Metsähallitus had not affected the fact that the forest area useable for reindeer herding is constantly diminishing because of logging.The reindeer herding co-operatives of Inari started publicizing their comments about the harmful effects of forestry on reindeer herding together in spring 2002.
The herding co-operatives of Hammastunturi, Muddusjärvi, Muotkatunturi and Paatsjoki, as well as the Nellim herd group from the Ivalo co-operative, sent their representatives to Helsinki to bring the message personally to the ministers.
The paper they took to ministers proposes that future loggings on state land would be directed to forest areas that have been used for forestry before, instead of old growth forests and other important grazing forests.
