As it happens I came across the Pacific Black Duck or Grey Duck on one of the New Zealand lakes and took this photo.
The Grey Duck is also the only resident duck in the Cook Islands.
Although these photos were taken in NZ, this duck spiecies can also be found in the Cook Islands.

The consensus is that it does come from the Warner Bros Daffy Duck cartoons, Daffy, of course, being a small fl duck who used it as his catchphrase.
Some subscribers pointed out that it may have reminded Australians of the Pacific fl duck, the most widespread and common Australian duck, or perhaps of the fl swan, emblem of Western Australia.
Presumably they were able to identify with this fl underdog character, or at least find a rallying cry in his catchphrase as an indicator of ethnic pride.
