Dan Tufui, chairman of Pacific Forum Line (PFL) for most of its 25 years of sometimes stormy life, can relate how the history's of the regional shipping line is. He became the third chairman after Samoa's Neroni Slade and New Zealand's Harry Julian.
I think firstly, Fiji was well served anyway for shipping and didn't need the Forum Line at all; and secondly, it might have had something to do with the fact that a big meeting to try to work together to establish a regional airline didn't work out.
Tufui's greatest regret about PFL is: One of the things we've always aimed at was to try to serve all members of the Forum, as we did with the Micronesian Line servicing Tuvalu, Kiribati and the Marshalls.

The South Pacific Nuclear Free Zone Treaty (SPNFZ), also known as the Treaty of Rarotonga is the manifestation of the South Pacific Forum's persistent stand against nuclear testing and the dumping of radioactive waste at sea within the region.
Forum Leaders adopted the Declaration at the 23rd Forum in Honiara in 1992 in recognition of the threats posed to the stability of the region by increased criminal activity.

 Pacific plan needs realism
Pacific Island leaders have restored their tattered reputations for poor stewardship of their mini-nations by endorsing the moves of Australia and New Zealand for a more hands-on approach to their problems.
Prime Minister Helen Clark's leadership of the Asia forum indicates her patience had run out, too, and that the Australian-conceived plan was only solution to bringing tighter government and improve policing standards.
It is also time the forum dropped its pretence of being a grouping of sovereign nations and brought the territories of the two big "colonial" powers, France and the US, into the fold.

 CCMAU - Pacific Forum Line Ltd (PFL)
The South Pacific Forum established PFL in 1977 as a commercial shipping company and as an instrument for regional development.
The New Zealand Government holds 23.2% of the shares in PFL and 8.3% of the voting rights, which are divided equally between 12 of the South Pacific Forum countries.
PFL is registered in Samoa, although its head office is in Auckland.

 A Vision for the Pacific Information Economy

The other cool use for this line is when you're running an electric boost pump back at the tank.
For this reason, and to avoid vapor lock problems, you can run a fuel return line from a location very close to the carb through a small (about 1/8") oriface and back to the tank via the 1/4" return line.

 SMALL ISLANDS VOICE
In 2003, Live and Learn Environmental Education, a non-governmental organisation, working in the Pacific and with an office in Fiji, took part in Small Islands Voice by extending the range of the internet-based youth forum.
Three schools were selected to participate in Phase 2 of the forum to share their views on a wide spectrum of environmental issues, as well as take part in an interchange of culture and tradition with youths from other small islands.
A report describing the students' involvement in the forum showed considerable support for the forum by the students and the teachers.

 The Sea Slug Forum - Thuridilla lineolata
The parapodia are edged with a broad orange band with a thin fl line separating it from the inner blue area.
There is a thin fl line transversing the 'neck' region of the head just behind the base of the rhinophores.
It is very similar in colour to Thuridilla undula the main difference being that the parapodial margin is very undulating, the inner border between the orange and fl margin and the inner blue region forming a sinuous line.

I guess that Wikoli is trying to make a point that the war on terrorism in Afghanistan seems to have been all but forgotten (from a media viewpoint) than what is happening elsewhere.
Regardless of whether the government is right or wrong, women and men have their lives put on the line and they do it willingly with a hope that it will be of benefit to their future generations.
I agree with most of your post, Ldspacif - but you have to remember, the people fighting against our forces over there are in the same boat - they believe in what they are doing just as much as we believe.
