We have been referring to time zones, but in fact it is more convenient to work in terms of what we might call the "time standard" that is used in a time zone.
For each time standard, there is a zone, or geographical region, and a time of the year in which it is used for describing local times.
We have developed a time zone resource [5] in OWL for not only the US but also the entire world, including three parts: the time zone ontology file [6], the US time zone instance file [7], and the world time zone instance file [8].
