The boundary between the Pacific and Yukon time zones is at 127.5°W. It is accentuated in the diagram because it lies directly in the middle of the U.S. time zones.
The westernmost time zone, centered on 180°, and extending from 172.5°W to 172.5°E, is numbered +12 and -12 because it is the twelfth zone east and west of Greenwich.
The introduction of Pacific time in Alaska was related to defense concerns during World War II and the military desire to have Juneau on the same time as Seattle and San Francisco.

Should We Move Boise to Pacific Time Zone? | New West Network
Wherever you were, you could always base your time on the local solar position, and if you traveled to a neighboring village or city, you would simply adjust to the new local time, as your travel time was always much greater than the difference in time between the two locations.
We are nearly halfway between the ideal boundary between the Mountain and Pacific Time zones and the central meridian of the Pacific Time zone.
The legal standard involved in decisions to change a time zone boundary is the “convenience of commerce.” Indiana is in the process of seeking modifications to the boundary between Eastern and Central time zones.

  Time Zone Resource in OWL
We have been referring to time zones, but in fact it is more convenient to work in terms of what we might call the "time standard" that is used in a time zone.
For each time standard, there is a zone, or geographical region, and a time of the year in which it is used for describing local times.
We have developed a time zone resource [5] in OWL for not only the US but also the entire world, including three parts: the time zone ontology file [6], the US time zone instance file [7], and the world time zone instance file [8].

The most definitive reference for dealing with wall time is the TZ database (also known as the "Olson time zone database" [tzinfo]), which is used by systems such as various commercial UNIX operating systems, Linux, Java, CLDR, ICU, and many other systems and libraries.
The presence or absence of the zone offset in the XML Schema representation may not be indicative of the original data's intention because of the confusion described above.
While XML Schema times are field-based in terms of the lexical representation, the underlying data may use incremental time, as may the implementation processing the values.

The Pacific Time zone is a region that is roughly aligned with the international UTC-8 zone.
During winter months, official time in the zone is Pacific Standard Time (PST) which is the same as UTC-8; during summer months official time is Pacific Daylight Time (PDT), which is the same as UTC-7.

In addition, the particular application and source of the date and time values affects how dates and times with different time zones or zone offsets should be handled, as well as how to handle values that lack any time zone or zone offset indication.
A "time zone" is an identifier for a specific location or region which translates into a combination of rules for calculating the UTC offset.
If all of the data values represent incremental time, then the user should always use a specific zone offset (and UTC is strongly recommended as this offset, since most incremental time systems are based on it) and should always specify that zone offset.

If we were to conflate time zones (i.e., geographical regions) and time standards, it would likely result in problems in several situations.
We have developed a time zone resource [9] in OWL for not only the US but also the entire world, including three parts: the time zone ontology file [10], the US time zone instance file [11], and the world time zone instance file [12].
The beginning of the process time is the time the user places the order, and the end of the process time is the time the order is shipped out.

These time zones extend from the North Pole all the way to the South Pole, and that is why Virginia residents are in the same time zone as people near the Panama Canal or in Miami Beach.
This time zone is about 75° from the time zone for Virginia; 75° divided by 15° equals 5 hours (75/15 = 5), which means that time in England is 5 hours earlier than Virginia time.
As an example, if it is 6:00 PM in the Eastern time zone, it is 5:00 PM in the Central Time Zone, 4:00 PM in the Mountain Zone, and 3:00 PM in the Pacific Time Zone.

Domain Time II Product Information: Windows Time Service Issues
By default, Domain Time II uses an ingenious low-overhead cascading trigger system to ensure that when corrected time is received by the Master time server, the correct time is propagated throughout the entire network in seconds.
Domain Time II Servers and Clients use advanced latency and overhead calculations to ensure that errors are not introduced into the time by network delays or busy machines, even when that time is repeated by Slave servers.
Because NET TIME requires a fixed server name in order to use a local server other than the PDC, moving a user to a different office or even network segment can require a reconfiguration of their login or batch files to ensure they get their time from the correct server.

The Pacific Time zone is exactly 3 hours behind the Eastern Time zone, so the problem can be fixed by simply adding 3 hours to all the dates being generated by the System clock.
If you decide at a later time that you would like to work with your dates in some other time zone, say Central time, you will need to change the time interval in your code to 2 instead of 3, and subtract an hour from all the dates that have been stored already.
The Ruby Time API is written to transparently handle all of the conversions between our local time zone dates, and the UTC dates we will be storing in the database.

 Outlook, Appointments and Time Zones
This is in part because people don't understand that Outlook uses UTC time for appointments and adjusts the time using the time zone offset configured on the computer.
It also doesn't have an option for ‘in what time zone?’ so that you could make an appointment for 2 PM and select Pacific time zone and it would show up as 5 PM in your calendar when the computer is using the Eastern time zone.
If you create appointments when the computer clock is set for the wrong time zone, or if you move to a new time zone, you can't change the time zone without messing up the appointment times and all day appointments will span two days.

Project Time; project management, dispersed teams - Chaco Canyon Consulting
There isn't much chance of confusion about time zones in email headers or in software, because most software is aware of the issue and can present times in a variety of formats.
To avoid this problem, quote project time by its real name, rather than as "project time." For example, if Project Time is Pacific, say "The conference call is at 10 am Pacific Time," rather than "The conference call is at 10 am Project Time." This makes it easier for people who work multiple projects.
