Prior to the establishment of a permanent MSF base in Pader in July 2004, the humanitarian community’s engagement with the district was mostly limited to Kalongo, a town with a displaced population of 60,000 in the northeast of the district and accessible by plane.
The isolation of Pader is exacerbated by the fact that it has long been considered the epicentre of LRA activity, with parts of the district believed to be under (de facto) control of the LRA.
Kitgum District was split in two, and two of the counties in the lower part of the district became Pader.

 ABDUCTED AND ABUSED:
In Pader district conditions are so unstable and insecure that the WFP (which has become the only provider of relief food for the district's needy population) can barely operate there.
The worst LRA attack of 2002 on refugee camps was the brutal onslaught on Achol-pii refugee camp in Pader district on August 5, 2002, where the LRA killed more than sixty people, and the more than 24,000 Sudanese refugees there dispersed into the bush and elsewhere, in fear.
The persons conducting the assessment believed that this "could be the tip of the iceberg in Pader district," where there were at least twelve camps for IDPs.

World Vision Uganda National Director Luther Bois Anukur said that Pader District is the poorest in Uganda and has been hit the hardest by the 19-year-old conflict.

Earlier this year, a total of 74 percent of the population of Pader district was estimated to be displaced due to insecurity caused by the fanatic LRA rebels led by the scrupulous Joseph Kony.
The convoy carried UNICEF staff stationed in the Pader district, two employees of the company Agro-Machinery, which is drilling UNICEF-supported boreholes, and an escort of 16 government soldiers of the Uganda People's Defence Forces (UPDF).
According to information from the UN's children agency (UNICEF) in Uganda, a convoy of three vehicles yesterday at around 1.30 PM (local time) was caught in an LRA ambush on the Pader-Patongo road in war-ravaged northern Uganda, shortly before arriving Patongo.

The number of the Dead in Kitgum and Pader districts seem to be higher than Gulu because this was used as the rebels entry point.
In Kitgum and Pader districts a Sudanese refugee camp was attacked with over 152 people reported killed and scattering over 10,000 refugees all over the place.
It is estimated that about 40,000 people in Gulu District (Northern Uganda Diocese) and another 30,000 people in Pader and Kitgum Districts (Kitgum Diocese) have been newly displaced or affected by this wave of insurgency.

 BBC NEWS Africa Uganda declares short truce
Mr Cosmos said he was travelling to Pader District this afternoon in order to physically pass on the president's statement to the LRA.
A statement said that from today until 15 March the military is to cease operations in two areas, Wipolo and Koyo La Logi, in Pader District in the north of the country.
In addition President Museveni also called on the LRA to assemble in various locations in Pader and Kitgum districts.

 Intern finds heartbreak, hope in Ugandan camp
The teenage mother is caring for her 2-year-old daughter and infant son in a camp for internally displaced persons in the Pader District in northern Uganda.
A graduate student in Africa University’s Institute of Peace, Leadership and Governance, Manyonga is doing an eight-week internship in the Pader district.
He is one of 22 interns who left the safety of the institute’s lecture halls in January to immerse themselves in real-life environments to learn about peace building, leadership and good governance.

In Gulu district, which together with Kitgum and Pader constitutes the Acholi region, the overall picture is one of severe destitution.
The conflict, centered largely in the districts of Gulu, Pader and Kitgum, has already caused more than 1.6 million people to flee from their homes and move to makeshift settlements where they find little waiting for them.

The Agency was recently forced to postpone the distribution of urgently needed rations to some 250,000 internally displaced persons (IDPs) in Pader district because of the lack of a secure military escort from the Government.
WFP relies on heavy military escorts to reach the estimated 800,000 IDPs currently living in 60 densely populated, improvised camps in three northern districts: Pader, Gulu and Kitgum.
The Agency is currently the only United Nations' organisation with access to the latter two, but Pader has been cut off from humanitarian aid since last July -- the start of the Ugandan government's latest offensive to root out LRA bases.

In Pader District, MSF runs water and sanitation and medical activities in the camp in Pader town, as well as a mobile clinic to Atanga camp.
A mental health survey in Pader Town Center revealed that almost all respondents have been exposed to severe traumatic events since 2002: 63% report the disappearance or abduction of a family member, 58% report the death of a family member due to the insurgency, 79% have witnessed torture, and 40% have witnessed a killing.
The mortality rate was even more alarming among children under five years of age at 5.4 deaths/10,000 children a day, with the rate as high as 10.5 deaths/10,000 children a day in one location.

The IRC began work in Kitgum District in 1998 in response to the emergency and long-term needs of formerly abducted children, child-headed households, child mothers, and other vulnerable groups in war-affected communities in Kitgum and Pader Districts.
There are thousands of newly displaced persons in Kitgum, Pader and Lira.
When found, the children are usually in a state of shock, severely traumatized and in need of immediate medical and psychological attention.

The rebels had on Monday killed seven people in Pader and Kitgum districts when they ambushed a truck at Porogali village in Acholi-bur sub-county in Pader District.
According to Rodriguez, the emotional welcome the local people afforded the rebels was an indicator that in spite of their suffering, the local people were ready to forgive their tormentors.
News of the surrender followed the army's earlier claim on Tuesday to have killed the LRA's "director of operations", Onen Kamudule, an event described by Bantariza as a "big blow" to the rebels, saying that Kamudule had given the government army "a lot of problems".

The overall aim of IRC’s health program is to reduce excess mortality and morbidity among internally displaced populations in Kitgum, Pader and Lira Districts.
Over 1.6 million people within the districts of Gulu, Kitgum, Pader, Lira, Apac, Soroti, Katakwi, Kaberamaido and Adjumani are displaced, partly as a result of a Government strategy to relocate people into “protected villages”.

Food security has been reported as deteriorating in Gulu, Kitgum and Pader districts, and it was recommended that the food ration distributed by WFP be increased to 75-80% of a full ration (OCHA, 31/03/04).
It is estimated that between 1.2 and 1.6 million people are displaced in northern Uganda (FEWS, 16/04/04; WFP, 13/05/04); in Gulu, Pader and Kitgum districts, more than 90% of the population is displaced (see map).
In addition, Pader district had only been created two years ago, and the capacity of the local administration is limited.
